
After the events of September 11, 2001, the U.S. Army Corps of Engineers (COE), Huntsville Engineering and Support Center (USAESCH), identified an emergency need for immediate protection of national civil works infrastructure facilities—dams, navigation aids, hydroelectric power plants—which are vulnerable to terrorist attacks. Support for this Homeland Security initiative was required under the Infrastructure Protection Program. The program called for site investigation support, technical assistance, special activities studies, and assistance related to procurement and installation of electronic security systems (ESS) and other protection systems in support of COE infrastructure locations in two regions within the continental United States. Although the USAESCH may request assistance in other regions, support under the two contracts awarded to DMJM has been primarily for the COE’s Northwestern Division (CENWD) and the Southwestern Division (CNESD). |
